The BC Public Service is undergoing transformational change as it
continues to shift structures, processes and channels through which
public services are delivered. At the same time, the public service
faces an impending talent crisis brought on by an aging workforce
and rapidly increasing market pressures in almost every sector. The
public service must think more strategically about its need to
acquire, develop, deploy, engage and retain human resources in order
to effectively meet these emerging workforce needs.
A Corporate Human Resources Plan
guides the public service to change and improve the way it manages
its people during this time of change. The Talent Management
Division of the BC Public Service Agency supports and/or leads a
number of initiatives identified in the Corporate Human Resources

Overview
The Corporate Initiatives and Solutions
Branch, as part of the Talent Management Division, is a key
player in leading the design and development of some critical
programs, products and/or processes outlined in the Corporate
Human Resource Plan. The branch is responsible for products
that shift the way that public service managers manage their
employees to create more effective working relationships between
employees and their supervisors. The goal of the branch is to
foster excellent human resources management in the BC public
service.
Examples of current work include:
- Improving employee performance management in the BC
Public Service to clarify work expectations and objectives
- Providing formal recognition forums for employees while
encouraging managers and supervisors to informally recognize
people for a job well done
- Fostering understanding and discussion of the drivers of
employee engagement
These efforts will help improve the
communication and relationship between supervisors and
employees, build a more engaged workforce and ultimately, a more
productive organization.

Research and Design
In
response to the Corporate Human Resources Plan as well as emerging
issues, thorough research is conducted to determine human resources
best practices, issues, and lessons learned. Drawing on project and
change management best practices, the Corporate Initiatives and
Solutions Branch designs new or improved programs or products to
support better human resource management in the public service.
Delivery
Some projects will result in programs,
products, tools and process that will be delivered by the
branch, dependant on the critical issues at the time and subject
to fluctuation and change. Many of the projects will be
delivered by individual ministries, mostly through their
Strategic Human Resources departments. Guidance and support for
customers and clients from other areas of the Agency, most
notably Client Services, is also critical.
Expertise
The branch is an on-going centre of
corporate human resources expertise, supporting the solutions
and programs created.
To build
rapport with our clients and to understand their business issues,
Branch staff actively work in partnership with the human resources
community, ministry executives and public service management to
provide creative, concrete human resources solutions to corporate
wide human resources needs.
